MINUTES OF FOUR MONTHLY MEETING WITH CPMG ODISHA CIRCLE HELD ON 19-03-2014.

ITEMS OF AIPEU GROUP-C ODISHA CIRCLE:-
Item No.7-03/2014:- Organizing frequent meetings/trainings/melas on holidays/ & sundays by the divisions in deviation to clear instructions of the Directorate and request for total stoppage of such practices:- It has been intimated to the Union thatmany divisions are in practice to call on staff on Sundays/Holidays frequently, debarring them their legitimate right to avail Sundays/Holidays in clear violation of instructions contained in the Directorate letter No. 16/56/2011-SR dated 08-07-2011 & letter No. 08/15/2011-SR dated 09-01-2012. After repeated demands, now Circle Office is conducting such events (Whenever organized centrally) on working days, but this is being deviated by the divisions and they are still calling staff for such occasions on Sunday/Holidays frequently. Hence, it is urged upon for strict instructions to the divisions to stop drafting of staff on Sundays/Holidays frequently to avoid resentment of staff.

REPLY:- Instruction not to holding official meeting on sundays and Holidays without approval of Circle Office will be reiterated once again to the divisions/units.

Item No. 8-03/2014:- Problems to staff & public due to supply of below standard MPCM stickers and request for supply of good quality MPCM stickers:- Complaints from all corners are received about low quality paper used and improper gumming in MPCM stickers, as a result of which the staff are facing great hardship and thus hampering effective service to public. Therefore, it is requested for examination of quality of MPCM stickers supplied to the Post offices and to kindly arrange for supply of good quality MPCM stickers. (Action AD MM)

Item No. 9-03/2014:- Supply of letter and parcel bomb detectors at Post Offices & RMS points for sefety of officials:- One of our officials Sri P.N.Dash, PA Suryanagar SO, Bhubaneswar was severely injured with loss of one leg and one hand due to parcel bomb blast in the past. A good number of incidents have been occurred recently on dispatch of bomb in letters & parcels, which have come in the news. The union expresses deep concern towards sefety of officials handling the letters & parcels and urges the administration for installation of letter & parcel bomb detector machines at receiving points i.e. RMS and Post offices to avoid any mishappennings. The matter was taken up by our CHQ with Directorate level and in this connection the letter from the Directorate to our Circle Head vide No. 10-09/2013-SR dated 26-12-2013 may kindly be referred to. It is requested for urgent action on the issue.

REPLY:- All the divisional heads of Odisha circle shall be asked to examine their requirement and submit requisition for further examination at Circle level. Opinions of experts from State Inteligence Department will be taken in this matter. If required workshops may be organized in sensitize POs and RMS offices as to how handle such consignment in day to day operation. Thereafter procurement of any device for detecting Bombs etc.

Item No. 6-10/2013:- It is observed that the computers & printers supplied to all post offices in entire circle during 2004-2005 still exist in the offices after expiry and our staff are facing problems while working in such items due to frequent troubles. Huge ammounts are being spent on their repairing works. Similarly, all 'C' class offices were supplied with computers with accessories and no computer furniture were supplied to keep them. It is urged for condemnation of all outdated/expired computers & printers by action from Circle level, replacing them with new ones and further action is requested for supply of furniture to all 'C' class post offices of the Circle.

REPLY:- Order for new computers, printers, UPS etc. are being placed on DG(S & D) as per requirement from the divisions. New machines will be supplied within May-2014. Remaining requirement will be met in the next financial year.
